

NORFOLK -- By Sept. 30, the Navy will consolidate two headquarters staffs into one -- that of U.S. Fleet Forces Command and Commander, Second Fleet.
For the moment, the two groups are learning how to work together.
This week, the staffs are participating in an exercise to test their ability to respond in a crisis -- in this case, a hurricane.
It will involve moving about 125 people to a location outside of the local area, testing the command's ability to stick to its operating plan.
"We must identify any gaps and seams that may exist and fix them before we finalize the staff merger," said Rear Adm. Scott Craig, USFF, deputy chief of staff for Fleet Capabilities, Requirements, Concepts and Experimentation. "Our ability to remotely maintain command and control capabilities is fundamental to ensuring we are ready to assume operational control of the Fleet regardless of the environmental factors."
The consolidation is part of the an inititiave from the Defense Secretary Robert Gates to save more than $150 billlion over the next five years.
The current excercise represents the second phase of assessing how well the staffs work together. A third and final assessment will take place before the merger.
